Fern\u00e1ndez Ortega,fue torturada y violada sexualmente por elementos del Ej\u00e9rcito mexicano en el a\u00f1o 2002, sin que a la fecha se haya sancionado a los responsables, <st1:personname ProductID=\"La CIDH\" w:st=\"on\">La CIDH<\/st1:personname> envi\u00f3 el caso ante el Alto Tribunal luego de que el Estado mexicano incumpliera con las recomendaciones tendientes a reparar el da\u00f1o causado a la v\u00edctima.<o:p><\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><o:p>\u00a0<\/o:p><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0pt; text-align: justify\" class=\"MsoNormal\"><span style=\"font-family: Arial\" lang=\"ES-MX\"><\/span><\/p>\n<p><span style=\"font-family: Arial\" lang=\"ES-MX\">Este es el segundo caso contra el Ej\u00e9rcito mexicano que llega a <st1:personname ProductID=\"la Corte Interamericana\" w:st=\"on\">la Corte Interamericana<\/st1:personname> por violaciones a derechos humanos.<o:p><\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><o:p>\u00a0<\/o:p><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0pt; text-align: justify\" class=\"MsoNormal\"><span style=\"font-family: Arial\" lang=\"ES-MX\"><\/span><\/p>\n<p><span style=\"font-family: Arial\" lang=\"ES-MX\">Dentro de este contexto, el 18 de mayo del presente a\u00f1o, el m\u00e1ximo tribunal de derechos humanos en el continente orden\u00f3 <em>medidas provisionales <\/em>(medidas de protecci\u00f3n temporales) para la v\u00edctima, sus familiares y otros 100 defensores de derechos humanos, entre ellos los miembros del Centro de Derechos Humanos de <st1:personname ProductID=\"la Monta?a Tlachinollan\" w:st=\"on\">la Monta\u00f1a Tlachinollan<\/st1:personname>, <st1:personname ProductID=\"la Organizaci?n\" w:st=\"on\">la Organizaci\u00f3n<\/st1:personname> del Pueblo Ind\u00edgena Me\u2019phaa; as\u00ed como de los familiares de Ra\u00fal Lucas Luc\u00eda y Manuel Ponce Rosas, quienes fueron desaparecidos el pasado 13 de febrero y luego ejecutados.<o:p><\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><o:p>\u00a0<\/o:p><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0pt; text-align: justify\" class=\"MsoNormal\"><span style=\"font-family: Arial\" lang=\"ES-MX\"><\/span><\/p>\n<p><span style=\"font-family: Arial\" lang=\"ES-MX\">La decisi\u00f3n de <st1:personname ProductID=\"La Corte\" w:st=\"on\">la Corte<\/st1:personname> obedece a que a pesar que desde a\u00f1o 2005 <st1:personname ProductID=\"La Comisi?n Interamericana\" w:st=\"on\">la Comisi\u00f3n Interamericana<\/st1:personname> solicit\u00f3 al Estado la adopci\u00f3n de medidas de protecci\u00f3n a favor de algunas de estas personas, las amenazas y hechos de violencia en su contra persisten. No obstante, hasta el momento, el Estado mexicano no ha cumplido con ninguna de estas medidas. <o:p><\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><o:p>\u00a0<\/o:p><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0pt; text-align: justify\" class=\"MsoNormal\"><span style=\"font-family: Arial\" lang=\"ES-MX\"><\/span><\/p>\n<p><span style=\"font-family: Arial\" lang=\"ES-MX\">Los hechos descritos se dan en un ambiente de ataques a los defensores de derechos humanos en Guerrero, que ha generado una situaci\u00f3n de verdadero temor entre la poblaci\u00f3n, que se ha agravado por los constantes patrullajes y retenes polic\u00edacos y militares en la regi\u00f3n.<o:p><\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><o:p>\u00a0<\/o:p><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0pt; text-align: justify\" class=\"MsoNormal\"><span style=\"font-family: Arial\" lang=\"ES-MX\"><\/span><\/p>\n<p><span style=\"font-family: Arial\" lang=\"ES-MX\">CEJIL y Tlachinollan esperan que el Estado mexicano haga frente a sus obligaciones internacionales, cumpliendo con lo dispuesto por <st1:personname ProductID=\"la Corte Interamericana\" w:st=\"on\"><st1:personname ProductID=\"La Corte\" w:st=\"on\">la Corte<\/st1:personname> Interamericana<\/st1:personname> y adoptando todas las medidas necesarias para que los beneficiarios de estas medidas y los defensores de derechos humanos en el estado de Guerrero puedan llevar a cabo su labor en condiciones de seguridad y sin temor a que su vida o su integridad personal se vea afectada.<o:p><\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><o:p>\u00a0<\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><span>\u00a0<\/span><o:p><\/o:p><\/span><span style=\"font-family: Arial\" lang=\"ES-MX\"><o:p>\u00a0<\/o:p><\/span><\/p>\n<p align=\"right\" style=\"margin: 0cm 0cm 0pt;
