Mexico before the United Nations Human Rights Council
\nUniversal Periodic Review<\/p>\n
? The state of human rights is investigated in Mexico<\/p>\n
Tomorrow, the 10th of February, the Mexican state will be examined by
\nthe Human Rights Council of the United Nations, via the Universal
\nPeriodic Review (UPR), a body in whose creation Mexico was a driving
\nforce.<\/p>\n
Through the national network of civil human rights organizations,
\nEvery Right for Everyone?, this Centre presented information about the
\nstatus of Human Rights in Chiapas, which was integrated into the
\nreport that the civil society organizations handed over to the United
\nNations, destined for the Universal Periodic Review of Mexico.<\/p>\n
The international reputation that Mexico tries to establish as a
\npromoter of human rights is contradictory to it\u00b4s internal politics.
\nThe situation of human rights within the country is at a critical
\npoint: the violations of human rights are increasingly alarming:
\nOaxaca, Guerrero, Guadalajara and Atenco are just a few examples in
\nwhich the municipal and state authorities responsible continue to
\noperate unpunised.<\/p>\n
In Chiapas, the human rights violations are connected to legitimate
\nstruggles in defence of the land and the territory of indigenous
\npeople, to the demand for justice, to the struggle against impunity of
\nthose responsible, to social protest and to the defence and promotion
\nof human rights.<\/p>\n
Additional, disproportional and unjustified use of public force,
\npolice operations, out-of-court executions, forced disappearances,
\narbitrary deprivation of freedoms, torture, intimidation, harassment,
\ncomparison of demonstrators with criminals, hardening of laws and
\ncrimes like that of Attacks Against Peace (Atentados Contra la Paz)
\nwhere it depends on the judge to interpret expressions like ?any other
\nviolent means? and ?trying to harm the state authority or putting
\npressure on it in order to force a resolution?, creation of the crime
\nof inciting violence, military presence in indigenous communities,
\ncounter-insurgent actions of armed civil groups are ways the
\ngovernment creates a climate of fear amongst the population.<\/p>\n
Furthermore, the actions of human rights defenders, in their function
\nof promoting, documenting and defending the cases, are generally
\nobstructed by authorities of procuration and the justice system.<\/p>\n
We would like to remind the Government of Chiapas and the municipal
\ndistrict councils that this form of governing is a regression on its
\nobligation to guarantee, protect and promote the human rights and the
\nfundamental liberties of all.<\/p>\n
The Centre for Human Rights Fray Bartolom\u00e9 de Las Casas, hopes that
\nthe Mexican state accepts and complies the recommendations made by the
\nUniversal Periodic Review and that with regard to its internal
\npolitics substantial progress in human rights will be made, and that
\nthis will be reflected in the actions taken by the states and
\nmunicipalities within the country.
